The U.S. Department of State has launched a new initiative called the Freedom Tech Excellence Program (FTEP), bringing together some of the nation’s leading technology organizations—including the Bitcoin Policy Institute (BPI), Palantir Technologies, Anduril Industries, and the Victims of Communism Memorial Foundation—to help shape America’s approach to digital freedom, cybersecurity, privacy, and artificial intelligence. Rather than creating new government jobs, the program will temporarily embed private-sector experts within the State Department to provide specialized technical expertise on emerging technologies and foreign policy challenges.
The Freedom Tech Excellence Program is structured as a talent exchange initiative that allows employees from participating organizations to work alongside State Department officials on projects involving digital policy and international diplomacy.
Participants will remain employed by their respective organizations while taking on limited-term assignments inside the State Department. According to the agency, the program is designed to strengthen areas where government may lack specialized expertise in rapidly evolving technologies.
The inclusion of the Bitcoin Policy Institute marks another milestone in the growing relationship between the U.S. government and the Bitcoin industry.
Founded in 2021, the nonprofit think tank focuses on researching and promoting policies surrounding Bitcoin, digital assets, and financial freedom. Through the program, BPI says it will help advance initiatives involving:
The appointment reflects how blockchain expertise is increasingly being viewed as an important component of national technology policy rather than simply financial regulation.
The program also includes two of America’s fastest-growing defense technology companies.
Palantir Technologies specializes in artificial intelligence, large-scale data analytics, and intelligence software used by government agencies and defense organizations. Anduril Industries develops autonomous defense systems, surveillance technologies, and AI-powered national security platforms.
By bringing these organizations together with blockchain policy experts, the State Department is signaling that future diplomacy will increasingly rely on expertise spanning artificial intelligence, cybersecurity, digital infrastructure, and emerging financial technologies.
According to the State Department, FTEP participants may contribute to initiatives focused on protecting democratic values in the digital age.

The announcement comes as the federal government continues expanding its engagement with the digital asset industry. During President Donald Trump’s second term, the administration has promoted policies aimed at making the United States a global leader in cryptocy and blockchain innovation, including the creation of a national Bitcoin reserveand broader efforts to modernize digital asset policy.
