Circle has announced that Visa, Mastercard, BlackRo
The announcement comes as Circle accelerates its transformation from a stablecoin issuer into a full-scale blockchain infrastructure provider. Rather than relying on anonymous validators common across many public blockchains, Arc will launch with globally recognized financial institutions responsible for securing the network, validating transactions, and supporting regulated financial applications. Circle says the model is designed to meet the operational, compliance, and security standards expected by banks, asset managers, payment companies, and enterprise customers.
Global Financial Giants Will Secure Arc
Circle revealed an initial validator cohort consisting of 11 major institutions alongside Circle itself.
The founding validators include:
- BlackRock
- Visa
- Mastercard
- DTCC
- Galaxy
- Global Payments
- ICE
- MoneyGram
- SBI Group
- Standard Chartered
- Sumitomo Corporation
Each organization will help validate transactions, secure the blockchain, and support the operation of Arc as it prepares for public launch in September.
Built for Institutional Finance
Unlike many existing Layer 1 blockchains, Arc has been designed specifically for regulated financial markets.
Circle says the network will support:
- Stablecoin payments.
- Tokenized real-world assets.
- Institutional treasury management.
- Cross-border settlement.
- Agentic AI commerce.
- On-chain capital markets.
The company believes traditional financial institutions require blockchain infrastructure capable of meeting strict regulatory, operational, and compliance standards before moving significant financial activity on-chain.
BlackRock Plans to Bring BUIDL to Arc
One of the biggest announcements involves BlackRock’s tokenized money market fund.
Circle confirmed that BUIDL, BlackRock’s tokenized institutional liquidity fund, is expected to deploy on Arc using the network’s native USDC integration.
Doing so would allow institutional investors to:
- Subscribe to the fund on-chain.
- Redeem shares digitally.
- Settle transactions using USDC.
- Deploy capital within a single blockchain environment.
The integration builds upon BlackRock’s broader strategy of expanding tokenized financial products across regulated blockchain networks.
More Than 100 Institutions Already Building
Arc is currently operating in a private mainnet environment with more than 100 ecosystem partners and institutional builders testing the network ahead of public launch.
Circle also announced that organizations including BNY, DTCC, BlackRock
- Digital asset custody.
- Foreign exchange infrastructure.
- Tokenized asset settlement.
- Stablecoin payments.
- Repo market infrastructure.
The company expects these integrations to expand following the public mainnet launch on September 16.
Circle Continues Expanding Beyond USDC
The validator announcement follows several major milestones for Circle over the past few months.
The company has recently:
- Secured a federal trust bank approval through the OCC.
- Received a New York trust charter from the NYDFS.
- Expanded USDC adoption across global payment networks.
- Continued developing Arc as an institutional blockchain.
Circle says these initiatives are all part of a long-term strategy to become the infrastructure layer powering the future of digital finance.
