The Freedom Tech Excellence Program is structured as a talent exchange initiative that allows employees from participating organizations to work alongside State Department officials on projects involving digital policy and international diplomacy.
Participants will remain employed by their respective organizations while taking on limited-term assignments inside the State Department. According to the agency, the program is designed to strengthen areas where government may lack specialized expertise in rapidly evolving technologies.
Bitcoin Policy Institute Brings Blockchain Expertise to Government
The inclusion of the Bitcoin Policy Institute marks another milestone in the growing relationship between the U.S. government and the Bitcoin industry.
Founded in 2021, the nonprofit think tank focuses on researching and promoting policies surrounding Bitcoin, digital assets, and financial freedom. Through the program, BPI says it will help advance initiatives involving:
- Online freedom of expression
- Privacy-enhancing technologies
- Countering digital surveillance
- Responsible AI governance
- Digital security and innovation

Why Palantir and Anduril Were Selected
The program also includes two of America’s fastest-growing defense technology companies.
Palantir Technologies specializes in artificial intelligence, large-scale data analytics, and intelligence software used by government agencies and defense organizations. Anduril Industries develops autonomous defense systems, surveillance technologies, and AI-powered national security platforms.
By bringing these organizations together with blockchain policy experts, the State Department is signaling that future diplomacy will increasingly rely on expertise spanning artificial intelligence, cybersecurity, digital infrastructure, and emerging financial technologies.

According to the State Department, FTEP participants may contribute to initiatives focused on protecting democratic values in the digital age.
